 Lecture Outline             

  1. Meaning of "appeal"  - Difference between appeal and review - Limited scope of appeal to Judicial Committee : applying for leave to appeal to the Judicial Committee.
  2. Applying for appeal / additional ground(s) to be heard outside prescribed delay.
  3. Drafting grounds of appeal - Avoiding the "time trap": proper time for preparation of appeal to ensure proper formulation of grounds of appeal - Focusing on what is wrong in the impugned decision or in the approach adopted in reaching that decision - Drawing the line between sufficient precision and undue argumentation - Avoiding raising too many issues in a ground of appeal (notably by tabulation). 
  4. Preparing skeleton arguments/written submissions. 
  5. Oral submissions : striving for effectiveness.
