Mr Vinod Boolell, Retired SC Judge

Mr Vinod Boolell, retired SC Judge holds a law degree from Oxford University and was called to the Bar at Inner Temple, London. He also holds a Maîtrise in French law and a Diploma from  l’Ecole de la Magistrature Paris. After practisng at the Bar he joined the then Crown Law Office, now State Law Office working both in the Office of the Attorney General and that of the Director of Public Prosecutions. In 1988 he was appointed a judge of the Supreme Court. He has also served as a District Magistrate and as the President of the Industrial Court.

In 2001 he joined the Office of the High Commissioner for Human Rights in Cambodia and was appointed as an adviser to the Supreme Court of Cambodia. In 2003 he was mandated by the International Bar Association to carry a survey of the legal profession in Cambodia.

From 2002 to 2009 he served as an international judge with the United Mission in Kosovo and later as Chief International Judge. His mandate consisted in presiding over war crimes trials. Whilst in Kosovo he was invited as a speaker on Rule of Law Training Seminars organized by the European Commission in Germany and Sweden to talk on the investigation and trial of war crimes human trafficking, organized crime., terrorism, corruption and money laundering. In 2008 he trained judges of the European Union on the investigation of war crimes.

From 2009 to 2016 he served as a judge of the newly established United Nations Dispute Tribunal that deals with employment and administrative matters and mediation. He was elected the first president of that tribunal. In February 2018 he was appointed by the Secretary General of the United Nations to be a member of a commission of inquiry to investigate violations of human rights and humanitarian law in Mali.
